1. Improve sustainability of livelihoods by community building and effective delivery of basic social services Improved income and living conditions in communities targeted by CHA, through better access to and higher quality of basic social services.

2. Civil Society Strengthening for effective delivery basic social services and promotion of basic social rights CSOs are effectively co-coordinating and co-operating in implementing basic social service delivery and in the promotion of basic social rights.

3. Co-ordinate advocacy with civil society organizations to put basic social needs and rights high on the government’s agenda Basic social needs and rights are integrated in programs of the Afghan government. Relevant ministries are co-coordinating, co-operating and channeling resources to implement basic social services at all levels in society, especially targeting the poor.

4. Organizational and Institutional Development of CHA CHA is maintaining and continuing to strengthen its position amongst the strongest, most effective and most respected NGOs by the Afghan Government and Civil Society and by the international CSO and donor-community.
